Abstract:
After suffering the compound impacts of magnitude 9.0 earthquake and tsunami during the March 11, 2011, Tokoku earthquake in Japan, the Fukushima I Nuclear Power Station was severely damaged causing the radiation leaks. Not only the residents, within the 30 km from the nuclear power station were evacuated or sheltered, the radioactive substance expands to 200 km, and even affects the entire Northern Hemisphere. As for the nuclear power generation could cause undue and unpredictable risk to the health and safety of the public, the nuclear power generation projects from the planning, evaluation, procurement, construction, testing, operating and decommissioning, should establish a set of the nuclear power exclusive laws, regulations, and the related industrial standard for compliance.
According to the nuclear reactor facilities control laws and the related laws of the Republic of China (ROC), the applicant shall submit the preliminary safety analysis report (PSAR) to the Atomic Energy Council (AEC) for a construction permitand the applicant shall submit the final safety analysis report (FSAR) for an operating license. Because ROC does not have a completed set of laws, regulations and industrial specifications in the area othe nuclear power specialized technology, the generation units of the 4th nuclear power plant is are designed by the companies in the United States; thus the federal laws and regulations of U.S. are applicable. Therefore the nuclear power plant project-related civil, architecture, machinery and electricity and other works are required by the provisions to include quality assurance program and quality control plan for the design, fabrication, construction, and testing of the structures, systems, and components. It should also be certificated and verified by the specifications related the nuclear technology, to ensure and guarantee the safety of the nuclear power generation stations. The quality assurance systems and procedures of the nuclear power plants project should conform to the laws, regulations and the related industrial specifications. It’s the biggest difference between the nuclear power plants projects and the general public or private construction projects.
