Abstract:
At the start, it may not be out of order to venture the statement that this subject is as big as it is important, so important, indeed, as to render it impossible to do it justice in a necessarily short discourse. IT must, therefore, be left to the judment of the convention to determine whether I have succeeded in adding any ideas of value to the general, as well as to the more particular information now so readily obtainable from many and varied reliable sources.
