Abstract:
In recent year, governments have been seeking new and innovative ways to deliver their program obligations without adding to the already overburdened public debt. One such initiative is the privatization of Termlinal III, a much-needed facility at Toronto's Lester B. Pearson International Airport by Transport Canada. Marshall Macklin Monaghan Ltd. (MMM) met the challenge by assembling a team, including the Airport Development Corporation (ADC), to produce a comprehensive proposal to design/construct/finance/operate a world-class termnal - the first major international air terminal in Canada to be owned and operated by the private sector.
