Abstract:
End-result specifications, also referred to as performance-based specifications, require that specifications for fresh and hardened properties are met and that the contractor assumes the entire responsibility for supplying a product. The development of end-result specifications for hydraulic cement concrete for the Virginia Department of Transportation is summarized. The major components of end-result specifications include process control measures, mixture design approval by the owner, and project acceptance, which includes pay adjustments depending on test results. End-result specifications are expected to lead to long-lasting structures, ensure a uniform and consistent product, encourage quality work, and discourage inferior work.
