Abstract:
The report of a National Research Council committee's investigation into whether concrete durability problems are technical or institutional is summarized. The report cites the lack of research funds, improper application due to a lack of knowledge on the part of practitioners, and a series of institutional problems. Two institutional factors highlighted are how a specification writer, rather than the contractor, is responsible for concrete durability and how for tax purposes, a building's developer is rarely the long-term owner, warranting little incentive for the developer to invest in durability.
