Abstract:
For flexural members of special moment frames, ACI 318-02 Section 21.3.2.3 requires that the spacing of hoop reinforcement shall not exceed d/4 or 4 in. at locations where lap splices occur. Is this requirement just for cases where all longitudinal reinforcement is being spliced at the same location, or is it applicable anywhere that reinforcement is being spliced? Typically, I try to stagger the splices so that not more than 50% (and preferably 33%) of the bars are spliced in one location, but having to provide this confinement reinforcement at every location where a splice occurs seems excessive.
