Abstract:
The U.S., Norway, and Japan recently funded the construction of a major bridge crossing the Pyandzh (Panj) River at the border of Tajikistan and Afghanistan. The project employed local laborers and craftsmen but required that all procedures be done per ASTM requirements. This brought about the training and ACI certification of more than a dozen local inspectors and technicians. The problems encountered with building, equipping, and staffing a materials testing facility meeting U.S. standards in a remote region of a foreign country are discussed.
