Abstract:
In 1955, the Bureau of Public Roads (now the Federal Highway Administration) mandated that federal-aid highways should be maintained in the wintertime so that vehicle tires are in direct contact with the pavement. In effect, vehicles were not to drive continuously on snow or ice even if sand or other abrasives were applied. This "wet roads" policy has resulted in some far-reaching effects on highways as well as parking garages, parking lots, and bridges. In the first 15 years, the use of deicing salts in the United States increased eight-fold. All this caused durability problems and the need for preventative maintenance programs.
