Abstract:
In 1977, the Quebec Ministry of Transport instituted procedures in highway contracts which allowed for the adjustment of tender prices for substandard concrete. Since its inception, the quality of concrete used has been improved and the experience so gained has permitted changes in the system to make it more equitable. In this paper, the basic principles of the Quebec Ministry of Transport system are outlined and the problems encountered are discussed. The authors also present the results of various studies conducted over the first four years of use.
