Abstract:
Catastrophic events require a philosophy to meet the needs of the public both on a short- and long-term basis. Short-term considerations require an approach that provides for public safety and reasonable comfort for the traveler. When looking at the long-term needs after a catastrophic event, the evaluator must look at minimizing the possibility of such damage occurring in the future. Bridge capacity, traffic flow, pedestrian passage -- these are among the items to be considered in short-term studies. Serviceability, surface repair, and proper repair of details such as bearings, joints, and drains are among the long-term needs that must be addressed.
