Abstract:
Boundaries of responsiblities, as they are in current practice, are explored and discussed. Weaknesses are pointed out and remedies are suggested. Attention is foucused primarily on the frictional interface between the design and construction teams. It all concerns quality control and structural adequacy. It is recongized thatmany of the ideas presented are controversial, and it is hoped that this will bring out discussion from readers. It is reccommended that a "Code of Standard Practice for Concrete Construction," dealing specifically with responsiblities, be developed.
