Excellence in Maryland Concrete Construction

Each year the Maryland ACI Chapter presents awards to concrete construction projects that exemplify excellence. We are pleased to present the following projects recognized for their excellence in concrete construction.

Environmental Facility Construction: Maryland Bioenergy Center

Infrastructure Construction: Governor Harry W. Nice / Senator Thomas "Mac" Middleton Bridge

Repair and Rehabilitation Construction: West Bound Bay Bridge Deck Rehabilitation

Decorative Concrete Construction: Chesapeake Bay Maritime Museum Welcome Center

Learning Objectives:
(1) Summarize the strategies used in the development of a cost-effective design and construction that allowed a bridge to be designed, approved, and constructed within 24 months;
(2) Review the engineering, manufacturing and construction of circular, rectangular, and elliptical precast post-tensioned concrete tanks, custom designed wastewater treatments plants and other specialized concrete products for the water and wastewater industry;
(3) Report on the removal of an existing bridge deck that reached the end of its service life;
(4) Discuss how Buy Clean legistration is being implemented in Maryland.

Maryland Bioenergy Center - Environmental Facility Construction

Description: Learn about the construction of post-tensioned precast and cast-in-place concrete tanks. The Maryland Food Center campus in Jessup, MD, is the first anaerobic digester of its scale in the state. The facility is capable of recycling 110,000 tons of organics annually to produce approximately 312,000 MMBtu of renewable natural gas for energy and 16,575 tons of fertile soil amendment for agricultural and other land use. The circular tanks were constructed by erecting precast concrete wall panels on a reinforced concrete foundation base. The cylindrical tank walls were then post-tensioned circumferentially.


Governor Harry W. Nice / Senator Thomas "Mac" Middleton Bridge - Infrastructure Construction

Description: Learn the design-build process for the construction of the Harry Nice Bridge project. The project involved the design and construction of a 1.9-mile-long bridge, featuring a 250-foot-wide by 135-foot-high navigational channel. Delivered through a design-build approach, the project emphasized repetition and simplicity to optimize cost efficiency and constructability. A key technical component was the use of an on-site concrete batch plant and an advanced transport system—including barges, conveyors, and real-time electronic monitoring—which ensured quality control for over 65,000 cubic yards of concrete, utilizing 17 distinct mixes. Precasting of piles, girders, and drainage troughs further enhanced quality and accelerated the schedule. Specialized placement systems enabled complex deck pours, supporting the project’s timely completion and safety achievements.


West Bound Bay Bridge Deck Rehabilitation - Repair and Rehabilitation Construction

Description: Learn the fast-track repair and rehabilitation of bridge decks. The William Preston Lane, Jr. Memorial Bridge (Chesapeake Bay Bridge) is a major dual-span bridge in the state of Maryland. Spanning the Chesapeake Bay, it connects Queen Anne’s County with Anne Arundel County. The bridge deck had reached the end of its service life and was severely deteriorated, presenting a safety risk. In one section, 75% of the lane was repaired. Delaying this critical work would have resulted in a lengthier, costlier and more extensive project. Latex-Modified Concrete was placed. The concrete mixture provided low chloride ion permeability, corrosion resistance, and fast strength gain. The concrete was mixed and discharged at the point of placement using volumetric mixer trucks.
