Risk acceptance criteria play a critical role in the safety evaluation and repair design of existing concrete structures. These criteria not only ensure structural safety but also determine the costs required to meet the criteria. Ideally, risk acceptance criteria should affirm the public’s confidence on structure safety. However, the current practices are driven primarily by economic constraints. “How safe is safe enough?” for our deteriorating concrete structures has become a subject of heated debate among property owners, government agencies, commercial insurers and the public, all of whom are active stakeholders in a risk-informed decision making process for structural safety.
This presentation reviews the structural reliability and risk criteria in ASCE 7 “Minimum Design Loads and Associated Criteria for Buildings and Other Structures” for new structure design, followed by a comparison of the risk characteristics of new structure design to the evaluation of existing structures. This presentation also compares the public’s risk tolerance represented by daily events such as traffic accident rates, health and OSHA safety requirements with the current structural reliability and risk criteria. Finally, this presentation discusses the best practices in developing unified risk criteria for existing concrete structures, where all the considerations on safety, economic, environmental, and social aspects are explicitly included.
