Abstract:
The Committee submits herewith a further progress report not with the idea that it is perfect or complete but with the strong desire that it form a basis for discussion and that from the discussion a more complete and concise statement of the subject can be prepared as well as specifications which will enable anyone fairly experienced in the art to do good work. A synopsis of what the Committee proposes to do is given below in the paper. It is not assumed that this synopsis is complete, and any subjects which should properly be treated by this Committee and which have been omitted, will be added.
