Abstract:
It is a sad commentary on the conduct of an understaking of any magnitude, that individuals, municipalities, states of nations all seem to find it necessary to do a certain amount of experiementing and dilly-dallying before accepting the conclusions and avoiding the failures of previous demonstrations. This is particularly true of the various phases of the good roads' movement.
