Abstract:
The California Department of Water Resources manages the California State Water Project (SWP)––the largest state-built and operated water and power system in the United States. One of the existing SWP reservoirs, the Crafton Hills Reservoir, was enlarged by constructing a new dam in an adjacent valley. The quality of the upper portion of the foundation necessitated the use of a composite cutoff system comprising a grout curtain and concrete cutoff wall. The wall was placed in the upper 10 ft (3 m) of the foundation between the two grout rows. Low-slump concrete proved to be a feasible and cost-effective solution for the project.
