Here is an outline for the next update to the 214R document. The envisioned outcome is a document that is a consolidated resource used by the industry to correctly apply basic statistical concepts to various concrete tests, provide guidance on proper interpretation and the limitations of inference.
If this is a vision shared by the committee, I hope that this outline can be a starting point for developing goals, task lists, and a timetable for completion. If it is not, perhaps the outline will provoke sufficient discussion in the committee to develop a shared vision for the next generation of the 214R document.
Guide to Evaluation of Strength Test Results of Concrete

Chapter 1-Introduction and Scope
Use current content. Perhaps expand to include stronger language regarding applicability of these statistical concepts to other types of concrete related tests.
Chapter 2-Notation and Definitions
This chapter captures all notations and definitions in the document.
Chapter 3-History of 214
Summarize the history of the committee and its documents over the years from the introduction of the use of statistical acceptance criteria, through the adoption by 318 to the current status of statistical methods.
Chapter 4-Basis of Statistical Methods
General discussion of statistical methods used and why they apply to concrete strength testing. Use current chapter 3 as a starting point. Briefly explain Tchebysheffs Theorem, the normal distribution, population, sample, estimates of population standard deviation, mean, coefficient of variation, student t, necessity of random sampling, outlying observations, etc. Also include discussion of control charts, sources of variability, and anova?
Chapter 5-Application of Statistical Methods to Strength Test Data
Use current chapter 3 as a guide.
Chapter 6-Application of Statistical Methods to ACI 318/ACI 301 Mix Design Criteria.
Use chapter 4 as a guide.
Chapter 7-Evaluation of Strength Test Data
Include discussion of variability. ANOVA? Why data are not normally distributed. Discuss control chart use and identifying trends. ACI 318/301 acceptance of strength criteria.
Chapter 8-Applicability of Methods to other concrete tests.
Discuss other tests, slump, air, unit weight, aggregate grading, FM, flexural strength, coulomb testing.
Chapter 8-Percent With Limits Pay Factors
Discuss basis for pay factors. Include how they are developed, owners risk, contractors risk, operating curves, etc. Currently used by FAA, FHWA, COE, and many state DOTs.
Chapter 9-Other Statistical Tools
CuSum, Anova, Spread Sheet Tools.
