New Leadership for Concrete Research
Council and Scholarship Council
The ACI Foundation announces the election of Aleksandra
Radlińska as Chair of the Foundation’s Concrete Research
Council, and Scott Anderson as Chair of the Scholarship
Council. These appointments became effective at the close of
ACI’s spring convention on March 28, 2019.
The Concrete Research Council seeks to advance the
concrete industry through the annual funding of multiple
concrete research projects that further the knowledge and
sustainability of concrete materials, construction, and
structures. The Scholarship Council awards more than
$100,000 in fellowships and scholarships annually in the
name of individuals, organizations, corporations, and ACI.
Radlińska joined the faculty of Penn
State University, University Park, PA, in
2012, following 4 years of teaching and
conducting research in cement-based
materials at Villanova University,
Villanova, PA. Prior to joining Villanova,
she received her PhD in civil and
environmental engineering from Purdue
University, West Lafayette, IN. During
the Fall of 2011, she was a guest scientist
at the BAM Federal Institute for Materials Research and
Testing in Berlin, Germany. Radlińska is past Chair of ACI
Committee 123, Research and Current Developments. Her
service to the concrete industry was recognized with the 2012
ACI Young Member Award for Professional Achievement,
and in 2018 she was named an ACI Fellow.
Anderson is President of Pankow,
where he has worked for the last 23 years
in several capacities. An ACI Fellow, he
serves on a number of ACI committees,
including Joint ACI-ASCC Committee
117, Tolerances, and ACI Committee 362,
Parking Structures. He received his BS in
civil engineering and mathematics from
the University of Maryland, College
Park, MD, and his MS in structural
engineering from Stanford University, Stanford, CA.

ACI Foundation Announces New Trustees
The ACI Foundation has added two new trustees: Robert J.
Frosch and William E. Rushing Jr.
Frosch is a Professor of Civil Engineering and Associate
Dean of the College of Engineering at
Purdue University, West Lafayette, IN.
An ACI Fellow, he serves on several
ACI committees, including 224,
Cracking; 318, Structural Concrete
Building Code; and 440, Fiber-
Reinforced Polymer Reinforcement; and
Joint ACI-ASCE Committee 445, Shear
and Torsion. He has received numerous
awards, including the 2002 ACI Young
Member Award for Professional Achievement and the 2014
ACI Foundation Arthur J. Boase Award. Frosch received his
BSE in civil engineering from Tulane University, New
Orleans, LA, and his MSE and PhD in civil engineering
from the University of Texas at Austin, Austin, TX. After
finishing his PhD, he worked with Modjeski and Masters
Consulting Engineers on several projects, including the
seismic retrofit of the San Mateo Bridge crossing the San
Francisco Bay in California.
Rushing is a Vice President and
Manager of the Civil and Environmental
Engineering Department at Waldemar S.
Nelson & Co., Inc., New Orleans, LA.
Rushing is a Past President of ACI
(2014-2015) and a past ACI Board of
Direction member. An ACI Fellow, he
serves on the ACI Chapter Activities
Committee and ACI Committees 314,
Simplified Design of Concrete Buildings;
351, Foundations for Equipment and Machinery; and 376,
Concrete Structures for Refrigerated Liquefied Gas
Containment. Rushing is the recipient of several awards,
including the 2004 Louisiana Chapter – ACI Activity Award,
the 2010 Chapter Distinguished Member Award, the 2011 ACI
Henry L. Kennedy Award, and the 2018 ACI Education
Award. He received his BS in civil engineering from
Louisiana State University, Baton Rouge, LA. He is a licensed
professional engineer in Louisiana, Mississippi, Alabama,
