David W. Fowler

“for his extensive contributions in teaching and research on concrete materials and design, and his many years of service on numerous ACI Committees and contributions toward the improvement of concrete design and construction”

David W. Fowler, PE, is a Distinguished Teaching Professor Emeritus and the Joe J. King Chair in Engineering No. 2 Emeritus at the University of Texas at Austin, Austin, TX. He retired in 2016 after 52 years, where he published several hundred technical papers, reports, and proceedings. He was recognized for his teaching by receiving the top college and university teaching awards and was a member of the UT Academy of Distinguished Teachers.

He served on the ACI Board of Direction and was Chair of the Concrete Research Council and the Concrete Research Foundation. He served as Chair of ACI Committee 548, Polymers and Adhesives for Concrete, and E903, Convention Training. He is a past member of the Committee on Nominations and ACI Committees 130, Sustainability of Concrete; 211, Proportioning Concrete Mixtures; 224, Cracking; 546, Repair of Concrete; 551, Tilt-up Concrete Construction. Fowler received the ACI Delmar L. Bloem Award in 1985 and the ACI Foundation, Concrete Research Council Robert Philleo Award in 2003. His research included concrete polymer materials, concrete repair materials and techniques, bonded concrete overlays, aggregates in concrete, and surface friction of concrete pavements. He served as the Director of the International Center for Aggregates.

He helped organize and served as the first President of the International Congress on Polymers in Concrete. He was among the first non-Russians to be named an Honorary Member of the Russian Academy of Engineering in 1992. He was elected to the National Academy of Engineering in 1998. He is a Fellow of ACI, the American Society of Civil Engineers (ASCE), and the Architectural Engineering Institute. He is a Distinguished Graduate of the UT Cockrell School of Engineering and the College of Engineering at the University of Colorado.

Fowler received his BS and MS in architectural engineering in 1960 and 1962 from the University of Texas at Austin, Austin, TX, and his PhD in civil engineering in 1965 from the University of Colorado at Boulder, Boulder, CO, in 1965.

Luis E. García

Luis E. García

“for his outstanding leadership as the first international ACI President, his contributions in teaching and research on design of reinforced concrete structures, his many years of service on the ACI Building Code Committee, and as a liaison between ACI and concrete organizations in numerous Central and South American countries”

Luis E. García is an independent consultant who has been involved in structural engineering since the early 1970s. In 1980, he founded Proyectos y Diseños Ltda. (P&D Ltda.), a structural engineering consulting firm in Bogotá, Colombia, retiring in April 2015. At P&D Ltda., he was in charge of the structural design on numerous buildings, industrial structures, and bridges in Colombia and other Latin American countries. P&D Ltda. has a design record that includes more than 20 million m2 (200 million ft2) of design area. He has been engaged in teaching and research at the Universidad de los Andes, Bogotá, Colombia, since 1973, and was Chair of the Civil Engineering Department from 1982 to 1983. From 2001 to 2003, he was Visiting Professor of Civil Engineering at Purdue University, West Lafayette, IN.

García was the recipient of the ACI Committee 318 Structural Concrete Building Code Distinguished Service Award in 2011, was recognized for his services as President of the Institute in 2009, received the Alfred E. Lindau Award in 2003 and the Joe W. Kelly Award in 2002, and was elected Fellow of the American Concrete Institute in 1991. He was elected Fellow of the American Society of Civil Engineers (ASCE) in 2006, and a Life Member of ASCE in 2012.

He was President of ACI from 2008 to 2009. He has been a member of ACI Committee 318, Structural Concrete Building Code, since 1985, and is a past Chair of ACI Subcommittee 318-D, Members, from 2002 to 2008. He is currently Chair of ACI Subcommittees 318-L, International Liaison, and 318-N, Nonlinear Dynamic Analysis, and is a member of ACI Committees 133, Disaster Reconnaissance; 314, Simplified Design of Concrete Buildings (was Chairman of this Committee from its inception until 2007); 374, Performance-Based Design of Concrete Buildings; the Board Advisory Committee on ISO TC-71; and the Committee on Codes and Standards Advocacy and Outreach; as well as Joint ACI-ASCE Committee 352, Joints and Connections in Monolithic Concrete Structures, and ACI Subcommittee 318-F, Foundations.

García studied civil engineering at the Universidad de los Andes, Bogotá, Colombia, obtaining his degree in 1971 and MS in civil engineering from the University of Illinois at Urbana-Champaign, Champaign, IL, in 1972.

Satyendra K. Ghosh

Satyendra K. Ghosh

“for his exemplary contributions to ACI and the concrete community in the field of structural engineering related to wind and earthquake resistant design, and his dedication and commitment to advancing codes and the understanding of those using them”

Satyendra K. Ghosh is President of S.K. Ghosh Associates Inc., Palatine, IL, and Aliso Viejo, CA. He has published over 200 papers and books on seismic and concrete design; he has also investigated and reported on structural performance in many significant earthquakes of the last three decades.

Ghosh was awarded the ACI Structural Research Award in 1992, the Alfred E. Lindau Award in 2004, the Arthur J. Boase Award of the Reinforced Concrete Research Council in 2006, and the Joe W. Kelly Award in 2009. He became an ACI Fellow in 1988. He is a member of ACI Committee 318, Structural Concrete Building Code, and ACI Subcommittees 318-F, Foundations; 318-H, Seismic Provisions; and Joint ACI-ASCE Subcommittee 550-A, Diaphragms (Precast Concrete Structures). He is also a consulting member and past Chair of ACI Committees 435, Deflection of Concrete Building Structures, and ITG-4, High-Strength Concrete. He is a past member of the Technical Activities Committee; the ACI Board of Direction; ITG-1, Precast Concrete Moment Frames; ITG-5, Precast Concrete Shear Walls; ITG-6, High-Strength Reinforcement; 371, Elevated Tanks with Concrete Pedestals; and Joint ACI-ASCE-TMS 530, Masonry Standards. He is a Fellow of the American Society of Civil Engineers (ASCE) and the Precast/Prestressed Concrete Institute (PCI).

His research interests include the seismic performance and design of cast-in-place and precast concrete diaphragms and shear walls and the application of high-strength reinforcement in structures assigned to high seismic design categories.

Ghosh received his BE in civil engineering from the University of Calcutta, Calcutta, India, in 1966; and his MASc in structural engineering and his PhD in structural engineering from the University of Waterloo, Waterloo, ON, Canada, in 1969 and 1972, respectively.

Koji Sakai

Koji Sakai

“for his lifetime achievements and contributions to the global concrete community, including his highly successful efforts to launch a global and collaborative dialogue on the environmental considerations related to the design and construction of concrete”

Koji Sakai is the Representative of Japan Sustainability Institute, Sapporo, Japan, which he founded following his retirement as a Professor in 2014 from Kagawa University, Takamatsu, Kagawa, Japa,n and currently Emeritus Professor. Currently, he is an Honorary Professor of the University of British Columbia, Vancouver, BC, Canada, and Guest Professor at Southeast University, Nanjing, China. He has authored or co-authored over 700 technical papers, reports, and articles.

He founded the ACI Concrete Sustainability Forum in 2008, which began as workshop, and also the International Conference on Concrete Sustainability in 2013. He has been the Founding Chair of ISO/TC 71/SC 8, Environmental Management for Concrete and Concrete Structures, since 2007, of which ACI is the Secretary on behalf of ANSI. He is an active member of ACI Committee 130, Sustainability of Concrete. He has also been the Founding Chair of Asian Concrete Federation’s Sustainability Forum since 2010. He founded the International Conference under Severe Conditions in 1995. During his professional career, he was a Research Associate at Hokkaido University; Invited Research Associate at the University of Canterbury and Houston University; an Associate Professor at Hokkaido University; the Head and Director of the Civil Engineering Research Institute, Sapporo, Japan; and a Professor of Kagawa University.

Sakai co-published The Sustainable Use of Concrete (CRC Press), which won the JSCE’s Book of the Year Award in 2013. He has received numerous awards, including the ACI Concrete Sustainability Award in 2014 and the fib Medal of Merit in 2015. He has provided more than 100 keynote and invited lectures on environment and sustainability all over the world. He published Sustainability Design of Concrete Structures (Gihodo Shuppan) in 2016 to promote incorporation of the sustainability concept into construction industry.

He received his bachelor’s degree in civil engineering from Kitami Institute of Technology, Kitami, Japan, in 1971, and his master’s and doctoral degrees in civil engineering from Hokkaido University, Sapporo, Japan, in 1973 and 1985, respectively.

Decisions are made in the spring and presented to the ACI Board of Direction at The ACI Concrete Convention and Exposition in the fall for approval. Awards are presented to awardees at the ACI Convention the following spring. Therefore, all nominations must be submitted by February 15, 2017, to be considered for awards in 2018.
