Position Statements

Official positions taken by the ACI Board of Direction in support of the Institute’s mission.


Current Code and Standard Adoption

Encourage the adoption and/or use of current building codes and standards.


Adoption of ACI Documents without Modifications

Encourage the adoption and use of ACI products, including but not limited to codes and standards without modification.


Acceptance of ACI Certification Programs

Support acceptance of sampling, testing, inspection, and installation of concrete and related products and materials; and encourage the use of certification programs developed and administered by professional societies in lieu of programs developed and administered by other entities; and support mandates or otherwise place preference on accreditation of individuals and entities engaged in providing services related to concrete and concrete products.


Concrete Knowledge

Support research, technological advancements, and dissemination of concrete technology; and channel through, directed to, or otherwise engage ACI and/or the ACI Foundation.


Enhanced Resilience

Encourage or establish criteria related to enhancing the resilience of the built environment; and where appropriate, engage ACI and/or the ACI Foundation to facilitate programs and activities related to the role of concrete technology in achieving enhanced resilience.


Sustainability

Encourage or establish criteria related to enhancing the sustainability of the built environment; and where appropriate, engage ACI and/or the ACI Foundation to facilitate programs and activities related the role of concrete technology in achieving enhanced sustainability.


Professional Societies

Encourage and place preference on programs and services developed by professional societies and encourage the use of ACI programs and services where related to the advancement of concrete technology.


New Standards

Encourage new standards related to concrete technology be developed through ACI, or otherwise involve ACI in the development process.


ACI Chapters

Encourage the dissemination of concrete technology and acceptance and adoption of ACI codes and related materials through ACI chapters.


Construction Volume

Supports a favorable environment for ACI members and businesses, allows support or endorsement of programs like ASCE Fly-in and other Capitol Hill events that increase the awareness and outreach for ACI, and aligns advocacy efforts with those of like-minded organizations.


Public Good

Allows emphasis on ACI committees that develop code requirements as service to the public, consistent with the intent provided in the Technical Committee Manual. This position statement also supports differentiation the mission and objectives of ACI as a professional society from those of product and trade associations.


Professional and Workforce Development

Place preference on ACI education and credentialing programs while supporting existing and increased acceptance and use of certification programs.


Carbon Neutral Concrete

Encourage and establish criteria related to enhancing the carbon neutrality of the built environment, and where appropriate, engage ACI and/or its subsidiaries to develop and facilitate programs and activities related to reaching the goal of carbon neutrality in concrete construction.


Civil/Architectural/Structural Engineering Curricula

Encourage colleges and universities with civil, architectural, or structural engineering curricula to retain or include material and structural courses on design and code compliance in accordance with recognized consensus-based standards developed by accredited standards development organizations.

Whereas: The use of concrete to effectively meet the demands of a changing world requires the adoption and/or use of current technology, and

Whereas: ACI is a society of “individuals and organizations involved in concrete design, construction, and materials, who share a commitment to pursuing the best use of concrete” and those individuals and organizations provide a unique level of expertise in the development of ACI Committee products; and
Whereas: The ACI vision of the future is to ensure that: “everyone has the knowledge to use concrete effectively to meet the demands of a changing world” and
Whereas: The use of concrete to effectively meet the demands of a changing world requires the adoption and/or use of current technology, and
Whereas: The ACI strategic plan includes an outreach objective to: “Establish relationships with regulatory authorities to advance adoption.”

Whereas: ACI, as a professional technical society, uses certification programs to help ensure that “everyone has the knowledge to use concrete effectively to meet the demands of a changing world.” and
Whereas: The ACI strategic plan includes an engagement objective as “Engage constituents interested in certification.”
Be it resolved that: ACI staff and leadership shall be empowered to support policy positions; and state, federal and international programs, and rules, regulations include certifications are requirements for acceptance of sampling, testing, inspection, and installation of concrete and related products and materials; and
Be it further resolved that: ACI staff and leadership shall be empowered to encourage the use of certification programs developed and administered by professional societies in lieu of programs developed and administered by other entities; and

Whereas: The ACI strategic plan includes a leadership directive as: “Proactively gather and share information on transformational ideas, practices, and techniques.”

Be it resolved that: ACI staff and leadership are empowered to support policy positions; and state, federal, and international programs, rules, and regulations that encourage the adoption and/or use of codes, standards, programs, services, literature, and related materials developed and implemented by, or in concert with, professional technical societies and
Be it further resolved that: ACI staff and leadership are empowered to support policy positions; and state, federal, and international programs, rules, and regulations that place a preference on such items developed by professional societies in lieu of items developed by other types of entities; and
Be it further resolved that: ACI staff and leadership are empowered to encouraged state, federal, and international programs to utilize ACI programs and services for any programs related to the advancement of concrete technology.

Be it further resolved that: Where the development of new standards related to concrete technology is conducted by entities other than ACI, ACI staff and leadership shall be empowered to encourage such entities to involve ACI in the standards development process.

Carbon Neutral Concrete (SPS-21-04)

Whereas: The ACI vision of the future is to ensure that “everyone has the knowledge to use concrete effectively to meet the demands of a changing world” and
Whereas: The ACI strategic plan directs ACI to: “provide leadership to ensure our customers are equipped to sustainably address the needs of a changing world.” and
Whereas: The ACI strategic plan includes a leadership objective to: “Quickly respond to consumer needs and global trends for concrete information.” and
Whereas: The needs of the changing world include reducing net carbon emissions to zero and adapting to climate change” and
Whereas: Concrete is a necessary construction material and is the most used building material; and
Whereas: The World Cement Association currently reports that: “Globally, cement accounts for 2.5 Gt [gigatonnes] of CO2 emissions equating to about 7% of the world’s total;”
Be it resolved that:  ACI staff and leadership are empowered to support policy positions; and state, federal, and international programs, rules, regulations, and agreements that encourage or establish criteria related to carbon neutrality of the built environment; and
Be it further resolved that:  ACI staff, leadership, and, where appropriate, subsidiaries are empowered to assist in the development of information, processes, and procedures and dissemination of information to transform the concrete industry into a carbon neutral industry.

Civil/Architectural/Structural Engineering Curricula (SPS-21-05)

Whereas: The ACI vision is for “a future where everyone has the knowledge needed to use concrete effectively to meet the demands of a changing world” and
Whereas: ACI, as a professional technical society, supports education to help ensure that “everyone has the knowledge to use concrete effectively to meet the demands of a changing world” and
Whereas: The ACI strategic plan includes an engagement objective to: “Increase opportunities for professional growth” and
Whereas: The ACI strategic plan includes a leadership objective to: “Proactively gather and share information on transformational ideas, practices, and techniques” and
Whereas: The ACI strategic plan includes a leadership objective to: “Quickly respond to consumer needs and global trends for concrete information” and
Whereas: Concrete is the most widely used construction material worldwide, surpassing all other building materials; and
Whereas: It is imperative that undergraduate programs in civil engineering include course work in concrete as a material and a structural design element; and
Whereas: The ACI approach to development of code requirements facilitates student education by being more pragmatic than theoretical.
Be it resolved that: ACI staff and leadership are empowered to encourage and support policy positions of colleges and universities having curricula in civil, architectural, and structural engineering to maintain material and structural courses addressing design and code compliance; and
Be it further resolved that: ACI staff and leadership are empowered to encourage and support the inclusion of concrete design and code compliance courses at universities with civil, architectural, or structural engineering curricula; and
Be it further resolved that: ACI staff and leadership are empowered to encourage and support the inclusion of concrete design and code compliance courses based on ACI 318 Building Code Requirements for Structural Concrete and other relevant ACI code requirements.
