Certification helps city reduce complaints

Can proof of expertise by contractors rid a city of its concrete-related problems? Of course it's hard to eliminate all problems, but according to the Building Commissioner for the City of Brook Park, Ohio, the number of driveway complaints has been drastically reduced since their implementation of an ordinance requiring American Concrete Institute (ACI) Certification for Flatwork Finishers.

There have been several private commercial projects in Ohio that required certification of flatwork finishers, but to our knowledge, the city of Brook Park is the only Ohio municipality with a flatwork finisher certification requirement. The Brook Park ordinance, passed in 1994 after a very harsh winter, has helped to reduce the number of driveway complaints from over 40 per year to only two last year. Mr. Marty Surella, the city's building commissioner, looks at the ordinance as a way to protect residents from faulty workmanship.

The ACI certification is granted to a finisher who passes a written exam on the basics of concrete flatwork and provides records showing he has the required experience as a finisher. Before a contractor is given a permit to do concrete work in the city of Brook Park, he must first prove that he is a currently certified ACI Flatwork Finisher.
